Cologne Justice Center

A 143,000 m² plot of the former Sülz goods station was made available for the project, sold for 21.6 million marks to Cologne's urban development company moderne stadt GmbH, which consolidated the site. Cologne architect Henrik Busch, who also designed the Colonia high-rise, completed the first section—a 23-storey steel structure—by 1980; the second, 16-storey section was built by HPP. The public prosecutor's office moved into its own building at Am Justizzentrum 13 in 1987, and the University of Cologne's Institute for Lawyers' Law took up residence at Am Justizzentrum 7 in 1989.

From April 2012, North Rhine-Westphalia's state property agency (BLB) examined a full renovation of the highly technical building, but by November 2012 already recommended a new building elsewhere instead. A minimal renovation, focused mainly on fire safety, was budgeted at 18 million euros, while a full renovation would have cost around 150 million euros. In February 2014 the justice and finance ministries, together with the BLB, opted for a new build on economic and operational grounds. Planning authority passed to the City of Cologne, whose council chose the neighbouring Hans-Carl-Nipperdey-Straße site in April 2014; in 2019 an eastern plot was confirmed, leaving the green belt untouched. Planning began in 2022, construction is due to start in 2026, and completion is expected before the end of the decade.
